*Job Summary*
The Munitions Controller/Scheduler plans and schedules the maintenance of live, inert, and dummy munitions, non-powered munitions support equipment, handling equipment, and facility inspection requirements. Executes command and control actions of ongoing explosives when assigned to the Control Section. Operates Combat Ammunition System (CAS) to determine status of explosives assets and uses information for planning, scheduling and command/control actions. Carries out all duties in accordance with DynCorp International ISO 9001 Quality and Safety Standards.
*Principal Accountabilities*
* Provides broad oversight of the Munitions Departments routine and contingency planning, workload and production scheduling according to contractual responsibilities.
* Oversees facilities, equipment, vehicle, and munitions resource status, capabilities and limitations that may impact mission accomplishment.
* Promptly informs AMMO Ops Manager and Superintendent of problems and limiting factors.
* In coordination with Section supervisors, manages the awaiting maintenance (AWM), awaiting parts (AWP), and TCTO programs.
* Reviews AWM/AWP and TCTO programs weekly during the scheduling meeting.
* Plans, schedules and coordinates with munitions accountability and maintenance sup¬ply liaison on all TCTO requirements.
* Attends the Site’s TCTO planning and reconciliation meetings for munitions assets and equipment.
* Prepares consolidated yearly, quarterly, monthly munitions maintenance and inspection forecasts and weekly munitions maintenance and inspection schedules.
* Maintains the delayed discrepancy file (AWM/AWP) on munitions items and equipment.
* Coordinates with Munitions Accountability Section the status of actions taken for approved ADRs and the scheduled date of disposal/shipment.
* Consolidates data for recurring reports and prepares them for submission to the AMMO Ops Mgr.
* Attends monthly, weekly, and other scheduling meetings with the 379 AEW Munitions Flight and incorporates the required support in the departments workload planning schedule.
* Works necessary hours, to include stand-by duties, to support mission requirements during peacetime and combat contingencies.
* Evaluates demands when they are received and translates requirements into prioritized support of the 379th AEW AMMO Flight (AF); informs AMMO Superintendent in the event of scheduling conflicts.
* Establishes and maintains clear channels of communications and coordination with 379th AEW AF.
* Performs direct-input in CAS and ensures documents are routed in accordance with document flow procedures.
* Manages keys and locks in accordance with AFI 21-201 for control of munitions structure keys.
* Maintains and uses Emergency Action Check sheets to include: war/contingency plan execu¬tion notification, crash, fire, severe weather and explosive mishaps.
* Tracks work progress of explosive operations to maintain status of the work force.
* Notifies supporting activities before starting hazardous operations or evacuation/fire drills.
* Notifies the Fire Department of any hazard class division 1.1 explosives movements outside the MSA or of changes in magazine contents affecting fire symbols or hazard symbols and document notifi¬cation.
* Works necessary hours, to include stand-by duties, to support mission requirements during peacetime and combat contingencies.

* You will serve as a Marine Cargo Specialist and will be in charge of planning, ship loading and/or discharging operations.
* You will provide technical assistance to both commercial and non-Military Surface Deployment and Distribution Command (MSDDC) military ports and areas within the AOR in regards to MSDDC sponsored cargo transiting their facility.
* You will develop and initiates vessel operation plans and contract specifications for loading and/or discharge of Department of Defense (DOD)-sponsored cargo through commercial ocean terminals.
* You will develop prestow, final stow, and discharge plans utilizing computerized stow planning and multiple software programs to accomplish strategic and exercise load planning.
* You will monitor the loading and discharging of all vessels where contract stevedoring labor is used.
* You will ensure conformance to stowage and operational plans and terms of stevedore contract, adequacy, and security of stowage to ensure seaworthiness of vessel.
* You will participate in planning conferences, concerning issues relative to transportation support, exercise operations, and movements.
* You will serve as the Command's hazardous materials expert for port terminal operations.

**Specialized Experience**: One year of specialized experience which includes planning ship loading and or discharge operations and manage, plan, and advise on marine cargo handling operations at ports and terminals.
Experience must have been gained in (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans.
This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained
during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

**Specialized Experience**: One year of specialized experience which includes planning ship loading and or discharge operations and manage, plan, and advise on marine cargo handling operations at ports and terminals.
Experience must have been gained in (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans.
This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained
during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

The Technical Inspector, Aircraft is responsible for ensuring that assigned aircraft are maintained within required specifications and are airworthy before operation. Inspects repairs and modification of aircraft structures, structural components and engines of complex to extreme difficulty.

**Physical Effort:** Performs moderate to heavy lifting when moving material by hand or and-truck. They may lift or carry items that weigh up to 50 lb. The Munitions Systems Section Chief is responsible for the effective management of the assigned Materiel Elements (Accountability, Control and other elements as directed by the Superintendent) in accordance with established safety, technical, operational accountability standards, and PWS contractual requirements. * Advises Munitions Superintendent about personnel performance and all production actions, to include root causes and solutions to correct negative trends in the Section’s performance.
* Evaluates technical skills of personnel for conformance to established standards. Monitors the skills, proficiency of assigned personnel as it impacts production efforts. Tracks training requirements and ensures personnel receive necessary training.
* Conducts sample surveillance audits of different processes in the Elements.
* Interfaces and coordinates with the deployed Munitions Flight management as needed.
* Ensures that personnel accurately calculate and observe the net explosives limits of all storage and operating locations commensurate with production actions.
* Verifies that visual inspections on lightning protection and static ground systems are performed and documented in accordance with AFMAN 91-201, AFI 32-1065 Grounding System.
* Ensures Munitions Control is informed of fire symbol, hazard marker, Risk Category or classified munitions changes that effect munitions storage and maintenance facilities.

* Utilizes CAS to the maximum extent possible in all systems efforts and processes.
* Verifies that personnel complete all accountability documentation that is an integral part of production actions, and submissions are timely to Operations Accountability Element.
* Identifies and advises the Munitions Superintendent of limiting factors that may impact performance goals.
* Advises Munitions Superintendent about personnel performance and all production actions, to include root causes and solutions to correct negative trends in the Section’s performance.
* Evaluates technical skills of personnel for conformance to established standards. Monitors the skills, proficiency of assigned personnel as it impacts production efforts. Tracks training requirements and ensures personnel receive necessary training.
* Conducts sample surveillance audits of different processes in the Elements.
* Interfaces and coordinates with the deployed Munitions Flight management as needed.
* Ensures that personnel accurately calculate and observe the net explosives limits of all storage and operating locations commensurate with production actions.
* Verifies that visual inspections on lightning protection and static ground systems are performed and documented in accordance with AFMAN 91-201, AFI 32-1065 Grounding System.
* Ensures Munitions Control is informed of fire symbol, hazard marker, Risk Category or classified munitions changes that effect munitions storage and maintenance facilities.
